(bergaya sedikit pake english)
simple effect
first, ... take a cup in the kitchen and make a coffe, empty your mind. LOL (you can skip this step)
1.b) prepare it. layer background, layer object (katy parry)
2) download free brush ( splat, grunge, paint ) googling it
3) fill background with brush that your download ( make it cool)
4) masking or eraser layer object using splat brush
5) click layer object and pres CTRL+J, u will make layer object copy
6) click layer object and filter>blur>radial blur>zoom (set it good)>ok
6.b) same layer filter>artistic>coutot(set it good)>ok
7) image>flatern image>CTRL+J>CTRL+SHIFT+U
8) delete latest layer copy using brush, set down flow brush, brush on the lips and eyes
9) done
