1. blur background ( filter > blur > gusian blur > erase on ground )
2. girl ( move, match color with bg > CTRL+B setting shadow and hilight >CTRL+U setting sturation )
3. ligh effect ( brush layer girl set blending mode soft light or lighten and dont forget to set opacity 30-40%)
4. Clouds circle ( filter > render > clouds ok. filter > blur > radial blur > spin ok. transform, set position and size. Set blending mode screen)
6. clouds effect ( filter > render > clouds. set level CTRL+L, erase unwanted image set blending mode screen)

googling lightning stock big size, selection layer and copy CTRL+J
transform CTRL+T and right click chose flip horizontal > erase layer copy as picture below.
merge layer CTRL+E, transform, right click, flip vertical, enter
filter > disort > polar coor dinate, mark rectangular to polar > ok
transform to circle CTRL+T look at picture below
copy layer CTRL+J set blending mode screen, transform and flip vertical, merge layer CTRL+E
CTR+U setting saturation (color strenght) and color
move to other picture set blending mode screen
